Out of Area Safeguarding Adult Arrangements

A revised protocol has been agreed and published (October 2025) by the Association of Directors for Adult Social Services (ADASS).   

The protocol builds on ten years’ experience of working within the Care Act 2014 and aims to support practical application of the principles of the Care Act and Making Safeguarding Personal, as they relate to adults receiving care and support outside of the area in which they are resident. 

The aim of the protocol is to compliment statutory guidance by recognising the particular safeguarding risks and needs that arise where people's care and support arrangements cross local authority boundaries.
